The poor and underdeveloped countries will almost always be the first to feel the global effects of high prices for commodities such as food and fuel. And it's up to the rich and developed countries to help, because it's in their best interests in the long term. I was one of those who saw ethanol as a stop gap for our dependency on oil but now have come to realize that food sources are not the answer and other sources are needed. Now I'm more inclined to insist that proper research and thought go into this search and will insist that we think globally and more on the long term than stop gap methods to eleviate short term relief.
