I agree that it's a bad idea to burn food for fuel, but that doesn't mean ethanol needs to be shelved. Corn is the primary product used to produce ethanol in the US, for political reasons not because it's the most efficient bio source. We just need to produce our ethanol from a different source than corn. There are plants that can be used to produce ethanol at a fraction of the cost of corn and can be harvested multiple times compared to the one season corn produces. Ethanol is a good idea that is being managed poorly.

One of the best possible sources for ethanol fuel (better then corn) is industrial hemp. But unfortunatly nobody can get any kind of governmental agency to even think about challenging fear based laws over the stuff. Currently a couple of states are pushing for it. Quite possibly one of the most useful plants on the planet and we can't use it to produce anything in this country.

"But while drought is one factor, another is the switch from food to biofuel production in large areas of the world, in particular to fulfill the US energy demands."
So, looks like expanding domestic oil exploration and drilling not only would reduce dependency on foreign oil, it would increase food supplies in other nations and reduce food costs around the globe -- even here in the U.S.
