Unlike the "war on drugs",under prohibition,simple possession was not illegal,only the manufacture and sale...which Al Capone had a monopoly on.
Prohibition created the mafia and the repeal of prohibition kicked them out of the alcohol bussiness permanently.
Same problem...Same solution...
